The Stockholm Environment Institute, in collaboration with the The Centre for Urban and Regional Ecology (Manchester University) and Cambridge Econometrics is in the process of producing an integrated resource-environment modelling tool based on policy scenarios called the Resource and Energy Analysis Programme (REAP).  REAP considers consumption by households and public  alike as well as commercial services, wherever the consumed products may come from and wherever environmental impacts may occur - "consumer responsibility”.

The West Midlands, along with the North West and North East, is piloting the application of REAP as a tool to inform stakeholders of the potential impact on resources of changing economic development. Built into the model is a scenario building function and to highlight the value of the model a scenario is being reviewed around the potential impacts of Regional Housing Strategy.
