The Waste Implementation Programme or WIP as it is commonly known responds to measures recommended by the Government's Strategy Unit report "Waste Not, Want Not" on a variety of sustainable waste management issues including: Local Authority Support, Local Authority Funding, New Technologies, Data, Research, Waste Minimisation, Kerbside and Waste Awareness.

The aim of this work stream, being taken forward jointly with the Environment Agency, is to provide a sound evidence base for improved waste management policy development, implementation, monitoring and evaluation, at both national and local levels.
A lack of information on specific waste streams, their growth rates, composition life cycles and impact is hampering the development of an effective waste strategy for household and other waste streams, and the ability to measure and monitor progress effectively. This programme will therefore ensure effective co-ordination, provision and dissemination of reliable data on different waste streams, through the development of a national three-year data strategy.
